- Park your RAV4 on level ground and set the parking brake.
- Run the fuel level as low as practical before starting. A nearly empty tank is safer and easier to work around.
- Power the vehicle OFF completely. Confirm the dash is dark and the READY light is off.
- Open the hood and use a 10mm socket to disconnect the negative 12V battery cable.
- Wait at least 90 seconds after disconnecting the 12V battery before unplugging fuel pump electrical connectors.
- Keep the key fob at least 15 feet away so the vehicle cannot wake up while you work.
- A lock ring is the large retaining ring that clamps the fuel pump module to the tank.
- A fuel line quick connector is a plastic fitting that locks the fuel hose onto the pump outlet.
🔨 Step-by-Step Instructions
Follow these steps in order:
Step 1: Relieve Fuel Pressure
- Make sure your RAV4 is OFF and the READY light is not illuminated.
- Use a 10mm socket to disconnect the negative 12V battery cable if not already disconnected.
- Place shop towels around the fuel line connection area before disconnecting it later.
- Because the vehicle is hybrid-controlled, do not try to run the engine with fuel pump wiring unplugged.
- Go slowly. Fuel spray is dangerous.
Step 2: Remove Rear Seat Bottom Cushion
- Use your hands to pull upward sharply at the front lower edge of the rear seat cushion to release the front clips.
- Use a trim removal tool if the cushion clips are tight.
- Lift the seat cushion up and out of the way.
- If any seat fasteners are present, use a 12mm socket to remove them.
- On reassembly, tighten seat fasteners with a torque wrench to Torque to 37 Nm (27 ft-lbs).
Step 3: Open the Fuel Pump Access Cover
- Locate the metal service cover under the rear seat area.
- Use a trim removal tool or 1/4-inch flat-blade screwdriver to carefully lift the cover if it is sealed with butyl adhesive.
- Do not use a torch or heat gun near this area.
- Set the cover aside on a clean surface.
- Keep dirt out of the tank.
Step 4: Clean Around the Pump Module
- Use shop towels to wipe dirt and dust from the top of the fuel pump module.
- Use a plastic scraper to loosen heavy debris if needed.
- Do not let dirt fall into the fuel tank once the pump is removed.
Step 5: Disconnect the Fuel Pump Electrical Connector
- Use needle-nose pliers only if needed to gently release the connector lock tab.
- Unplug the fuel pump electrical connector by pressing the tab and pulling straight back.
- Do not pull on the wires.
Step 6: Disconnect the Fuel Line
- Place shop towels under and around the fuel line connector.
- Use the fuel line disconnect tool set to release the quick connector from the pump outlet.
- Pull the fuel line straight off the pump fitting.
- Catch any spilled fuel in a 2-gallon drain pan and wipe the area with shop towels.
- If the connector uses a plastic retainer clip, remove it with needle-nose pliers and replace it during reassembly.
Step 7: Remove the Fuel Pump Lock Ring
- Use the fuel pump lock ring tool to turn the lock ring counterclockwise.
- If a lock ring tool does not fit, use a brass punch and rubber mallet to tap the lock ring tabs counterclockwise.
- Do not use a steel punch because it can create sparks.
- Remove the lock ring and set it aside.
Step 8: Remove the Fuel Pump Module
- Lift the fuel pump module straight up slowly.
- Tilt the module carefully to clear the float arm. The float arm measures fuel level.
- Let fuel drain from the module into the tank before fully removing it.
- Place the old module into a fuel-safe container.
- Remove the old tank seal gasket by hand.
Step 9: Install the New Tank Seal
- Use shop towels to clean the tank opening sealing surface.
- Use a plastic scraper only if old gasket material is stuck.
- Install the new fuel pump tank seal gasket onto the tank opening.
- Do not use silicone sealer. The gasket seals dry.
Step 10: Install the New Fuel Pump Module
- Lower the new fuel pump module into the tank slowly.
- Guide the float arm into the tank without bending it.
- Align the module with the tank marks exactly as the original was positioned.
- Make sure the gasket stays flat and does not pinch.
Step 11: Reinstall the Lock Ring
- Install the new fuel pump lock ring by hand first.
- Use the fuel pump lock ring tool to rotate the ring clockwise until the factory alignment marks line up.
- If using a brass punch and rubber mallet, tap gently and evenly around the ring.
- The lock ring must fully seat under all tank retaining tabs.
- Torque is controlled by lock ring alignment; tighten until the lock ring reaches the stop/alignment marks.
Step 12: Reconnect the Fuel Line and Connector
- Install the new fuel line retainer clip if equipped.
- Push the fuel line quick connector onto the pump outlet until it clicks.
- Pull back lightly by hand to confirm it is locked.
- Reconnect the fuel pump electrical connector until it clicks.
Step 13: Reconnect the 12V Battery
- Use a 10mm socket to reconnect the negative 12V battery cable.
- Use a torque wrench to tighten the battery terminal to Torque to 5.4 Nm (48 in-lbs).
- Do not overtighten the terminal because it can crack.
Step 14: Prime and Leak Check
- Keep the fuel pump access cover off for now.
- With your foot off the brake, press the POWER button twice to turn ignition ON without READY mode.
- Turn the vehicle OFF, then repeat this ON/OFF cycle 3 times to prime the fuel system.
- Use a flashlight to inspect the fuel pump seal and fuel line connector for leaks.
- If you smell fuel or see wetness, turn the vehicle OFF immediately and recheck the connector and seal.
Step 15: Reinstall the Access Cover and Seat
- Once there are no leaks, press the fuel pump access cover back into place.
- Use a trim removal tool to tuck the cover seal evenly if needed.
- Reinstall the rear seat cushion by lining up the rear hooks first.
- Push down firmly on the front of the cushion until the clips snap into place.
- If seat fasteners were removed, use a 12mm socket and torque wrench to tighten them to Torque to 37 Nm (27 ft-lbs).
